Due to the underdevelopment of economic and technological conditions, many hospitals in the developing countries can not comply with international guidelines for treatment. Under the circumstance, using the existing resources to build the tertiary network of prevention and treatment on PVD in those areas is more feasible.

The tertiary network includes three levels: the grassroots hospitals, the large hospitals and the National PAH Center. Their respective duties are different:

1.  The grassroots hospitals are responsible for carrying out basic prevention works, part of the screening of high-risk groups and setting up the Patient Clubs to focus on public education.

2. The provincial and municipal key hospitals are responsible for the specific diagnosis and standard treatment in common and difficult diseases, setting up the Patient Clubs for follow up, strengthening the comprehensive management for PVD. Furthermore, they need to work out the simple and effective clinical treatment program for local grassroots hospitals without ability to follow the Guidelines.

3. The National PAH Center is responsible for building domestic guidelines and training outline, solving the trouble critical illness send from all over the country, establishing evidence-based medicine databases, summarizing national data, formulating education  policies, seeking the disciplinary development and selecting the excellent young physicians  nationwide from different disciplinesto study abroad.
